Taiwan announced 3rd lease of PV system site

Taiwan’s National Property Administration (NPA) announced the third solar site lease by tendering this year, releasing four sites in total, respectively located in Taoyuan City, Miaoli County, Tainan City, and Pingtung County. The total area amounts to 2.81 hectares with an installed capacity of 2,874KW. The tender opening is scheduled to be held on July 15th. According to the estimation, the government will earn a total of close to 300 million NT dollars by selling the electricity over 20 years.

Mr. Shih-Ming You, Deputy Director-general of NPA said that the sites for lease by tendering announced yesterday included 4 sites located in Guanyin District, Taoyuan City, Chunan Township, Miaoli County, Gueiren District, Tainan City, and Ligang Township, Pingtung County. Among them, the two sites in Taoyuan and Pingtung count for over 1 hectare each.

Mr. You stated that the recent leases of PV system sites have drawn much attention. In the first lease last April, NPA put 11 sites out to tender and eventually 9 of them were awarded, totaling almost 15 hectares, 90% of the whole lease.

Mr. You claimed that the government is aggressively promoting green energy, which covers PV power, as one of the major policies in future. The NPA selects land with strict standard on land surface flatness, properties as PV system site, and the capacity for TPC feeders. Due to the full preparation by NPA before tendering, these sites are ready for companies’ further utilization. Therefore, since the first non-public state-owned land lease by tendering for PV system sites, the market response has been excellent.

NPA stated that it expects to put four batches of PV system sites out for tendering every year. In addition to the third one just announced, they are currently negotiating with local governments for selecting the 4th batch as state-owned lands, which is scheduled to be announced this September and tender opening in October.
