During the 2025 Smart City Summit & Expo (SCSE), Taiwan expanded its international engagement through the signing of multiple Memorandums of Understanding (MOUs) with Argentina, France, and Romania. These agreements mark a significant step forward in building practical, cross-border partnerships for smart city development, showcasing Taiwan’s leadership in innovative urban solutions.
Taiwan and Argentina Strengthen Ties in Smart City Development
At SCSE, the City Government of Córdoba and Red de Ciudades Inteligentes de Argentina (RECIA) each signed an MOU with the Taipei Computer Association (TCA) to foster bilateral cooperation. Mr. Ignacio Rafael Gei, Director of the Córdoba City Government, attended the event in person, while RECIA completed the MOU remotely with support from Ms. Andrea Catalano of TeleSemana. The signing was witnessed by Mr. Julian Huang, Counselor on Home Assignment from Taiwan’s Ministry of Foreign Affairs. TCA was represented by Deputy Secretary General Mr. Charles Y.P. Huang.
These MOUs will facilitate knowledge sharing, business matching, and project-based collaboration between Taiwan and Argentina, boosting the visibility and application of Taiwanese smart solutions in Latin America.
France and Taiwan Collaborate on Urban Innovation
On March 19, 2024, Paris Est Marne & Bois (PEMB), a regional authority in eastern Greater Paris, signed an MOU with TCA in Taipei to promote smart city cooperation. The agreement was signed by PEMB’s Deputy Secretary General and Chair of its Economic Development Committee, Mr. Pierre Miroudot, and TCA Deputy Secretary General Mr. Charles Y.P. Huang.
The partnership emphasizes knowledge exchange and collaboration in ICT and urban innovation. Both parties intend to follow up with ongoing cooperation through forums, business matchmaking, and joint project development to support smart governance and enterprise engagement across regions.
Taiwan and Romania Launch Strategic Partnership
TCA also signed an MOU with the Romanian Taiwanese Friendship Association (ROTA) during SCSE, officially establishing a strategic partnership between the two organizations. The agreement was signed by Mr. Constantin Damov, Chairman of ROTA, and Mr. Charles Y.P. Huang of TCA.
The two parties will work closely to share resources, co-host events, exchange information, and collaborate on joint initiatives. This partnership is expected to foster deeper cooperation between Taiwan and Romania in trade, culture, and technology. TCA remains committed to leveraging Taiwan’s strengths to create more opportunities for global collaboration and deliver greater value to its members and partners worldwide.
